The subject of the course is the study of the digital maturation of national and European public bodies, organizations and services in terms of e-government and e-Democracy as well as the study of the use of new technologies for Political Campaigns. More specifically, the purpose is to study: (a) the requirements for organizational change, (b) the study and evaluation of digital applications to increase citizen participation, (c) the study and evaluation of transparency in decision-making and cooperation in (d) improving the provision of services to citizens and businesses, and (e) international, European and national e-government policy development; (f) international and national online political campaigns level as well as in periods of pre-election or parliamentary action. 

Upon successful completion of the course the student will be able to: 

  • Know how the internet has changed the way government and individual public bodies communicate with citizens 
  • Present the basic functions of public administration and the redesign of administrative procedures and how the internet has transformed and strengthened the democratic process 
  • Appreciate the benefits of digital maturation in improving public services and developing one-stop shops for citizens and businesses 
  • Know interoperability standards and explains interoperability models at national and cross-border level 
  • Explain what knowledge management and e-government, e-democracy, e-participation, e-voting, and e-public consultation mean. 
  • Evaluate online services and the use of digital media by government agencies and agencies 
  • Compare and contrasts through case studies e-government programs and applications 
  • Know the framework of e-government in the European Union. 
  • Design and implements Internet Political Campaigns.
